In a move to make zero-emission vehicles more accessible to the masses, the Öko-Institut has advocated for Social Leasing programs in Germany, particularly for households with lower income.

Unlike France, where the social leasing model primarily caters to individuals with lower to middle income who commute privately at least 15 km daily or clock over 8,000 kilometers annually, Germany's lower-income households often own older vehicles and drive mid-size cars rather than compact ones.

To bridge this gap, the Öko-Institut proposes that a corresponding subsidy program should extend to mid-size vehicles too. In addition to social leasing, promoting the development of charging infrastructure is another crucial aspect, especially for households living in multi-family dwellings who typically have limited access to private charging options. Subsidies or low-interest loans could help alleviate this problem.

Susanne Goetz, T&E's electric mobility expert, explained that social leasing isn't just a social measure but an industrial policy instrument that can provide the German automotive industry with the necessary market for smaller electric cars. Implementing such programs can significantly accelerate market penetration and relieve low- and middle-income individuals who rely on cars.
