In a bid to address growing concerns about the development of Artificial General Intelligence (AGI) and its potential impact on social structures, the U.S. government has unveiled the 2025 AI Action Plan. This comprehensive roadmap, released under the Trump administration, aims to foster rapid AI innovation while embedding strong governance, security, and risk management measures.

The plan emphasises the creation of secure-by-design, robust, and resilient AI systems. These systems are designed to detect performance shifts and alert on malicious activities, making them crucial for safety-critical and homeland security applications.

Updated governance frameworks and risk management practices are also a key part of the plan. This includes regulatory updates, federal procurement guidelines, and inter-agency coordination to create layered risk controls addressing technical and institutional domains.

Dedicated bodies, such as the NIST’s Center for AI Standards and Innovation (CAISI) and the AI Information Sharing and Analysis Center (AI-ISAC), have been established. CAISI is tasked with technical standard-setting, model evaluations, and multi-stakeholder dialogue to ensure trustworthy AI development. AI-ISAC, under the Department of Homeland Security, aims to share cybersecurity threat intelligence related to AI and adversarial events.

Regulatory sandboxes and AI Centers of Excellence have been proposed to enable real-world testing and experimentation under controlled conditions. This helps to understand and mitigate potential harms before broad deployment. Export controls and infrastructure measures have also been introduced to secure U.S. leadership in AI technology globally while preventing misuse by adversaries.

The plan places emphasis on AI systems free from ideological bias and “woke” influences, aiming for “truth-seeking” and neutrality in government AI procurement. This reflects concerns about manipulation and social engineering.

The plan highlights a shift from heavy prescriptive regulation towards a "light-touch" governance model favouring innovation but supported by technical standards, ongoing evaluations, and information sharing to manage risks. It also involves international diplomacy elements to address AI security on a global scale.

However, some experts note gaps regarding direct federal commitments to protecting the public from specific AI-enabled harms such as fraud, discrimination, privacy violations, and exploitation. These areas require further attention.

As compute power becomes more accessible, control over AI development becomes increasingly difficult. This underscores the need for ongoing vigilance and robust safety measures as we navigate the exciting but challenging world of AGI.
