The Identity Theft Resource Center (ITRC) has raised concerns about the prevalence of these incidents, suggesting that there are likely more data breaches than are known about 1. This is due in part to the lack of transparency in data breach notifications, which often lack specific information about the attack 2.

The ITRC further states that there is no system in place today that effectively protects data privacy. This is because of the absence of a national privacy law and workable data breach laws on the state level 3.
