Digitalization of building application processes will be fully undertaken by Minister Schutz - Digital construction applications should extend their coverage to encompass the entire geographical area, as envisioned by the Minister of Construction, Schütz.
In a bid to boost construction in the country, Minister Steffen Schutz has announced plans to implement digital building permits in the Free State of Germany. This initiative forms part of a larger digitalization drive in the government, aiming to streamline the building permit process, reduce bureaucratic delays, and increase efficiency in the construction sector.
The digital building permits will be a significant shift from traditional paper-based permits, enabling electronic applications, plan submissions, online payments, and real-time application tracking. This transformation is expected to reduce the administrative burden, accelerate construction project approvals, and increase transparency and communication efficiency between permit applicants and authorities.
Minister Schutz has also outlined plans for a comprehensive building package, which includes bureaucracy reduction and simpler rules. The aim is to relieve building owners of certain obligations to create affordable housing, without abolishing all obligations. The digital system is expected to ease the burden on building owners, making the process more accessible and efficient.
The exact timeline for the implementation of digital building permits is yet to be announced. However, the broader context reveals that the European Commission and member states, including Germany, are progressively adopting digital infrastructures like the European Blockchain Services Infrastructure (EBSI) from 2018 onward. This infrastructure supports efforts to digitize government processes, which likely includes building permits.
Given similar digital permit systems in practice abroad and Europe’s blockchain initiative, adoption in Germany's federal states, including the Free State, is likely underway or imminent within the next few years, aligned with EU digital administration priorities. By the end of 2026, building applications should be processed digitally by lower building authorities in the Free State.
The Thuringian Building Code is to be changed for the implementation of the building package, requiring a majority in the state parliament. Minister Schutz's comprehensive building package and the digital building permits are expected to be key drivers in modernizing the construction sector, making it more efficient, transparent, and accessible for all.

In the scope of modernizing the construction sector, the Community policy for digitalization is anticipated to incorporate vocational training programs focused on digital building permits. As technology advances, the vocational training will equip future permit applicants and authorities with the necessary skills to navigate the digital system efficiently. The European Blockchain Services Infrastructure (EBSI), initiated by the European Commission in 2018, will likely contribute to the rollout of digital building permits across German federal states.
