The Center for Data Innovation has submitted comments in response to the Public Consultation on the proposed amendments to Singapore's Personal Data Protection Act (PDPA) of 2012. The organization, which advocates for data-driven innovation, has offered suggestions to ensure that the amendments address key issues and promote a data-driven economy in Singapore.

One of the central proposals in the amendments is the introduction of the Data Portability Obligation (DPO). This obligation requires organizations in Singapore to transfer an individual's data to another organization in Singapore in a common, machine-readable format upon request, where technically feasible. The Center for Data Innovation has expressed concerns about the potential implications of the DPO for small and medium-sized enterprises, and has recommended clarifications regarding how organizations manage, use, and retain user data.

In addition to the DPO, the Center for Data Innovation has suggested that the amendments should address the issue of cross-border data transfers to ensure compliance with international data protection standards. The organization has recommended the creation of a data protection authority to oversee the implementation and enforcement of the PDPA amendments, and has proposed the establishment of a regulatory sandbox to allow for the testing of innovative data practices in a controlled environment.

Another key proposal from the Center for Data Innovation is the establishment of a 'right to explanation' for individuals, allowing them to understand how their data is being used by organizations. The organization has also advocated for the creation of provisions for data breach notification, informing individuals when their data has been compromised.

The Center for Data Innovation has also expressed support for the PDPA amendments' goal of promoting data-driven innovation in Singapore. The organization has suggested that the amendments should establish a framework for the use of artificial intelligence and machine learning in a manner that respects privacy and protects individuals' data.

These proposed provisions are being considered as model policies for other nations, and the limitations on data use in other nations' data protection laws are being rethought due to these proposed Singaporean policies. The Center for Data Innovation has responded to the Public Consultation on these proposed amendments, and looks forward to working with the Singaporean government to ensure that the amendments promote a data-driven economy while protecting individuals' privacy and data.
