Domestic Battery Industry Urges Congress to Safeguard Home Production Lines
The Battery Council International (BCI) has published a briefing document titled "THE U.S. DOMESTIC BATTERY MANUFACTURING INDUSTRY: Producers of Industrial and Automotive Starter Batteries." In this document, BCI outlines five specific policy actions aimed at protecting and supporting the US domestic battery manufacturing industry.
The policy actions include measures to address manufacturing, raw materials, and trade. BCI's key requests to Congress focus on advancing measures and retaining existing provisions aimed at supporting domestic battery manufacturers, especially in the face of international supply chain challenges and affordability concerns.
One of the primary policy actions is the retaining and enhancing of domestic manufacturing incentives. This is to ensure US battery producers can compete globally, as the industry has a 125+ year track record of delivering reliable energy storage. BCI President Roger Miksad stated that maintaining a strong domestic industrial base for U.S. battery supply chains is critical to the American economy and national security.
Another key action is securing critical supply chains for raw materials used in battery production. This is to reduce reliance on foreign sources, a move that aligns with BCI’s mission to support a strong domestic supply chain and lead in energy storage innovation.
Promoting recycling and sustainability measures is another priority for BCI. This includes encouraging circular economy practices within the battery industry to facilitate safer battery recycling. The EPA's labeling initiative is supported to facilitate these improvements.
Maintaining or expanding tariffs and trade protections against unfair imports that undermine domestic manufacturers is another action requested by BCI. This is to ensure a level playing field for US battery manufacturers.
Lastly, BCI is asking for investment in research, development, and deployment of advanced battery technologies. This is to support innovation and energy storage needs, with the Department of Energy supporting key programs that help spur innovation and growth in domestic battery technologies.
BCI's policy recommendations also aim to ensure U.S. supply chains remain strong and independent for many years to come. The domestic battery industry directly supports $8.1 trillion in economic output, or approximately 20% of the U.S. economy, and nearly 48 million jobs in the U.S. are dependent on batteries.
The Department of Labor and BCI experts are encouraged to collaborate to develop workplace safety regulations based on real-world data. BCI and its members are asking Congress to protect the nation's energy storage infrastructure through these five specific policy actions in three key areas: Manufacturing, raw materials, and trade.

Technology plays a crucial role in the policy actions outlined by the Battery Council International (BCI). The retaining and enhancing of domestic manufacturing incentives aims to ensure US battery producers can compete globally with advanced battery technologies. Additionally, BCI is asking for investment in research, development, and deployment of these technologies to support innovation and energy storage needs.
