EU Commission Tasks JTC 21 with High-Risk AI Standards
The EU Commission has tasked the Joint Technical Committee 21 (JTC 21) with developing harmonized European standards (hEN) for high-risk AI systems. This initiative, part of the EU AI Act, aims to create a uniform regulatory framework that encourages innovation while mitigating AI-related risks and safeguarding fundamental rights.
The AI Act, the first comprehensive EU-level legal framework for AI, takes a risk-based approach. It categorizes AI systems into prohibited, high-risk, low-risk, and minimal risk. High-risk AI, such as those used in critical infrastructure, education, employment, or law enforcement, faces strict transparency and reliability requirements.
The JTC 21, with DIN representing Germany, is currently drafting these standards to align with the EU AI Act, which came into force in August 2024. The process involves creating technical interpretations of legal requirements, preparing industry-specific guidelines, and establishing an EU AI office for oversight. However, the development is behind schedule, and the hEN may not be ready by the August 2027 deadline for high-risk AI system obligations.
The EU Commission's push for harmonized European standards for high-risk AI systems is a significant step towards a unified regulatory framework. Despite delays in the development process, the AI Act's risk-based approach and coverage of General Purpose AI (GPAI) set a strong foundation for responsible AI innovation across the EU.
