In the Nizhny Novgorod region, the implementation of the 'Digital Equity 1.0' program has led to the deployment of Wi-Fi hotspots in various public areas and transport hubs. These hotspots, primarily found in parks, shopping centers, banks, government offices, and smart public transport stops, provide limited online access to residents and commuters affected by frequent mobile internet outages.

The coverage of each hotspot is approximately 20 meters, and under heavy use, the speed can be significantly reduced. However, they serve as a crucial stopgap solution, offering limited internet access and emergency call functions, especially during recurring mobile internet blackouts.

The exact number of hotspots added under the 'Digital Equity 1.0' program is not specified, but they are concentrated in urban public areas and transport hubs to cater to those affected by the mobile internet outages. Reports suggest that over 17 shutdowns occurred in June and 21 in the first part of July 2025.

Despite the governor's pledge to expand Wi-Fi availability, the service currently remains a fragile and low-capacity alternative to mobile internet. The public rollout is ongoing but is constrained by technological and infrastructure limitations.

Recently, three Multi-Service Centers (MFCs) in Dzerzhinsk have been connected to Wi-Fi, with plans for internet access in MFCs in Kstovo and Vyksovo by the end of the month. Additionally, around 30 new Wi-Fi hotspots have been added in public places and at bus stops in Dzerzhinsk.

The 'Digital Equity 1.0' program has been extended to include small towns in the Nizhny Novgorod region, with nearly 300 new Wi-Fi hotspots now on the public access map. This expansion has provided Wi-Fi access to small towns across the region.

By the end of the month, six more MFCs in Nizhny Novgorod will have internet access, bringing the total number of MFCs with Wi-Fi to eight. The ongoing efforts aim to ensure that residents and commuters have access to reliable internet services, addressing the challenges posed by mobile internet outages.
