First Gathering of IGAD Steering Committee for the Initiative of Digital Market Unification in the Horn of Africa
The Horn of Africa Digital Market Integration (HDMI) Project, a flagship initiative led by the Intergovernmental Authority on Development (IGAD), recently held its inaugural Project Steering Committee (PSC) Meeting in Arta, Republic of Djibouti, from 28 to 29 July 2025 [1].
Funded by the African Development Bank (AfDB) and receiving in-kind contributions from IGAD, the HDMI Project is executed by IGAD through its Economic Cooperation and Regional Integration Division (ECRID) [2]. The project aims to accelerate regional economic integration in the Horn of Africa by developing a single digital market across the region, with the initial focus on Djibouti, Ethiopia, Somalia, and South Sudan [4].
The HDMI Project concentrates on enhancing digital trade, e-commerce, the data economy, and promoting digital trust, with the broader goal of supporting the gradual implementation of the African Continental Free Trade Area (AfCFTA) Agreement within the region [1]. By facilitating a unified digital market, the HDMI Project seeks to unlock new market opportunities, advance digital transformation, promote regional integration, and stimulate sustainable economic growth across IGAD member states [1].
During the PSC meeting, representatives from IGAD Member States, the AfDB, and IGAD's pool of experts reviewed the HDMI Project's 2025 Annual Work Plan, Procurement Plan, and budget [3]. The meeting endorsed the project's implementation roadmap and adopted specific recommendations to enhance coordination, stakeholder engagement, and delivery of results [5].
The HDMI Project emphasizes digital technology and infrastructure, regulatory harmonization, cybersecurity, and digital entrepreneurship, making it a comprehensive initiative aimed at reducing administrative and commercial transaction costs, improving service delivery, and supporting inclusive growth, particularly for women and youth in the Horn of Africa [6].
In conclusion, the HDMI Project is a significant step towards advancing the digital transformation and regional integration of the Horn of Africa. By focusing on digital trade, e-commerce, the data economy, and digital trust promotion, the project aims to create a unified digital market that will foster economic growth, stimulate innovation, and unlock new market opportunities across the region.
