Gathers Law Experts for Coordination on Adapting Telecommunications Regulations to Technological Advancements (NCC)
In a significant move towards bolstering Nigeria's digital economy, the Nigerian Communications Commission (NCC) hosted a two-day workshop in Lagos from July 29 to July 31, 2025. The event, organised by the NCC's Editorial Team, aimed to foster synergy between the legal community and the telecommunications sector.
The Attorney-General of the Federation and Minister of Justice, Lateef Fagbemi, opened the workshop, emphasising the importance of digital transformation for Nigeria's socio-economic development. The theme of the event was "Building and Driving Synergy in Regulating Communications for the Digital Transformation of Nigeria."
During the workshop, key issues were discussed, including streamlining taxation, addressing regulatory overlaps, and the protection of critical national information infrastructure. The collaboration between the NCC and legal professionals centres around harmonising laws and policies, creating regulatory coordination forums, enforcing infrastructure protection laws, and consolidating digital taxation frameworks.
The initiative underscores the NCC's commitment to collaborating with legal professionals to ensure a robust, harmonised regulatory framework that fosters Nigeria's digital transformation while addressing legal and enforcement challenges. A whole-of-government approach was called for to navigate the complexities and opportunities presented by emerging technologies.
The workshop concluded on Thursday, July 31, 2025, and was attended by Attorneys-General from across Nigeria. The event also highlighted the need to review the Nigerian Communications Act of 2003 to align it with current digital realities and to promote an investor-friendly regulatory environment.
This collaboration is viewed as crucial for driving an effective regulatory framework that supports Nigeria's digital transformation and socio-economic development. The ongoing efforts to strengthen Nigeria's digital economy regulations, such as the 2023 Nigeria Data Protection Act (NDPA), which outlines data controller responsibilities and enforces data rights via the Nigeria Data Protection Commission (NDPC), are expected to address practical implementation challenges, notably for SMEs navigating compliance complexities.
Collaborative legal engagements are expected to address such challenges and ensure equitable taxation and cross-border digital economic activities in Nigeria. This partnership is expected to champion data privacy, cybersecurity, and digital rights at the state level, ensuring constitutionally sound laws and enforcement that support dispute resolution.
In summary, the NCC and Nigerian legal professionals are actively collaborating through workshops and policy dialogues to establish a robust, harmonised regulatory framework that fosters Nigeria's digital transformation while addressing legal and enforcement challenges.
