In his letter to Garcia, Martin quotes the congressman's comments, stating, "What the American public wants is for us to bring actual weapons to this bar fight..."

However, Garcia was not literally referring to weapons. Instead, he was using metaphors, a common rhetorical device in English language speech. But it seems Martin didn't get the memo.
