Promotion of American Artificial Intelligence Exports by President Donald J. Trump Unveiled
The American AI Exports Program, a new initiative signed into action by President Donald J. Trump on July 23, 2025, is set to promote the global export of full-stack American AI technology packages. This program is a key component of President Trump's AI Action Plan, designed to sustain "America’s global AI dominance."
The full-stack AI technology packages include hardware, data systems, AI models, cybersecurity measures, and applications tailored for sectors like healthcare, education, agriculture, and transportation.
The primary objectives of the American AI Exports Program are threefold:
- To preserve and extend U.S. leadership in AI, ensuring economic growth, national security, and global competitiveness.
- To reduce international dependence on AI technologies developed by adversaries, particularly by encouraging the global adoption of American AI technologies, standards, and governance models.
- To strengthen relationships with U.S. allies and secure technological dominance through coordinated national efforts.
The Secretary of Commerce, in consultation with the Secretary of State and the Director of the Office of Science and Technology Policy (OSTP), has been instructed to establish and implement this program within 90 days of the Executive Order's signing.
Benefits of the program include:
- Promoting the deployment of U.S.-origin AI technologies worldwide.
- Countering influence from adversaries by ensuring American AI innovation is the standard for global adoption.
- Supporting the broader AI Action Plan, which includes accelerating AI innovation, building AI infrastructure, and leading in international AI diplomacy and security.
- Enhancing U.S. economic competitiveness and national security by exporting domestically developed AI technology.
In addition to this, the Trump Administration has taken several significant steps to advance American leadership in AI. For instance, in 2020, President Trump established the first-ever guidance for Federal agency adoption of AI. In 2019, the Executive Order recognized the paramount importance of American AI leadership to the economic and national security of the United States.
Moreover, the Trump Administration issued the world's first AI regulatory guidance to govern AI development in the private sector and established the first-ever national AI research institutes in historic actions. The Administration has also strengthened American leadership in AI technical standards.
The American AI Exports Program is a testament to President Trump's commitment to supporting the American AI industry. The packages, which must comply with export controls and other relevant requirements, may receive support in the form of loans, guarantees, and technical assistance.
The Order also directs the Secretary of Commerce to review and select proposals for export support from the Economic Diplomacy Action Group. The United States must lead in developing and deploying AI technologies, standards, and governance models to reduce global reliance on systems from adversarial nations.
By taking these steps, President Trump aims to advance American leadership in AI, secure economic growth, national security, and global competitiveness, and enhance U.S. ties with allies.
