Witness the power of democracy as the National Citizens' Movement for Free Elections (NAMFREL) kicks off Operation QR Count (OQC) 2025, an innovative, citizen-driven initiative for the upcoming 2025 National and Local Elections (NLE).
This operation empowers people to take an active role in scrutinizing the election results by employing a mobile application designed for loners with smartphones and internet access. During the voting period, you can simplify QR codes on Election Returns (ERs) displayed outside polling stations and contribute to the verification of these results through the app.
The app, now available on Google Play Store and App Store, caters to everyone from the youth, members of civil society, local candidates, and ordinary voters alike. As Namfrel National Chairperson Lito Averia rightly states, "Everyone is encouraged to download the Namfrel 2025 app to help independently verify the transmitted election results in their own polling place, voting center, barangay, city, and municipality. Every voter should be an observer. You can do this even if you are not a Namfrel volunteer."
In addition to public participation, Namfrel volunteers will scan the QR codes of the voter-verified paper audit trail (VVPAT) in selected precincts, enhancing the verification process even further.

The Ins and Outs of OQC 2025
- Mobile Application: In alignment with modern technology, NAMFREL has introduced a mobile app, accessible on both Android and iOS platforms, designed to allow users to scan QR codes of Election Returns (ERs).
- QR Code Scanning: In essence, this app empowers individuals to participate in the verification process by scanning these QR codes using their smartphones and internet connection.
- Verification Procedure: The scanned results are sent to NAMFREL headquarters and cross-checked with the electronically transmitted results from the same polling stations, ensuring accuracy and transparency.
- Collaborative Efforts: Notably, NAMFREL partners with volunteers who will scan QR codes of the VVPAT in select precincts, adding another layer to the already rigorous verification process.
- Data Analyzing and Insights: NAMFREL collaborates with the Asia Pacific College and Geodata to establish an Election Data Analytics Center that processes and analyzes election data, offering insights and recommendations for future electoral processes.
- Reporting: Lastly, NAMFREL will compile a final report, including findings, suggestions for improvement, and recommendations for future electoral processes, and submit it to the Commission on Elections (COMELEC).
