Russia's CEO Market Sees Surge in Demand and Salaries, Despite Relocation Needs

Russia's CEO Market Sees Surge in Demand and Salaries, Despite Relocation Needs

A recent survey reveals that 45% of Russians consider the public image of a CEO crucial, with 53% believing it aids in attracting partners and strengthening client trust. Meanwhile, the highest CEO salary offer this year reached 1,200,000 rubles in Moscow.

The demand for personnel recruitment in Russia surged by 7% in summer 2025, with a 15% increase in inquiries for HR services. Moscow led with the largest share of CEO vacancies, accounting for 32% of all offers. The B2B services, construction, IT, finance, and retail sectors had the highest demand for CEOs.

The average CEO salary in Moscow was 260,000 rubles, while in St. Petersburg, it was 209,700 rubles. Notably, Chuvashia, Sakhalin Oblast, and Nizhny Novgorod Oblast offered the highest regional CEO salaries. However, the median monthly salary for CEOs decreased by 7% to 163,800 rubles from the previous year.

St. Petersburg, Krasnodar Krai, Sverdlovsk Oblast, and Moscow Oblast followed Moscow in the number of CEO vacancies. In 15% of vacancies, employers were open to candidates relocating for the CEO position, with 53% of job seekers ready to do so.

The CEO market in Russia shows a mix of growth and decline, with increased demand for recruitment and higher salaries in certain regions. However, the median salary has decreased, and employers are open to candidates willing to relocate for the right opportunity.
