Crackdown on Internet Fraud

A new initiative is underway in Kazakhstan to tackle internet fraud that exploits SIM cards issued by domestic operators without user verification. This project seeks to strengthen the regulation of SIM card registration and limit the sale of SIM cards without proper identification.

As per the Ministry of Digital Development, once these measures are implemented, SIM cards would be only available via operators, potentially reducing instances of fraudulent activities. Such unlawful activities often employ fake and international numbers, complicating investigations and fostering a culture of impunity. This move is aimed at safeguarding citizens and eradicating opportunities for committing cybercrimes using mobile communications.

Additionally, operators will establish a dedicated hotline for users to swiftly report suspected scams. Victims can lodge complaints with the operator's information and reference service system, detailing any suspicious calls on mobile networks. The operator then investigates the subscriber number and, if necessary, requests further details. Upon validation of the user's allegations, the subscriber's number is blocked.

This proposed project is now open for public discussion on the "Open NPA" portal until May 23.

[While investigating, it was found that there seems to be limited information available about a specific anti-fraud initiative in Kazakhstan focusing on SIM card fraud. Here are some relevant points regarding SIM card fraud and global cybersecurity concerns:

  1. SIM Swapping Attacks: These are a common strategy used by crooks to bypass two-factor authentication, gaining access to sensitive accounts like social media or online banking[2][3].
  2. Global Fraud Trends: The UNODC has taken part in projects worldwide, including crime centers in East and Southeast Asia, but specific details about Kazakhstan are not evident in the available data[1].
  3. Cybersecurity in Kazakhstan: There have been reported instances of cyber espionage campaigns targeting Kazakhstan, such as those by Russia-linked APT UAC-0063, focused on gathering economic and political intelligence rather than SIM card fraud specifically[5].

For accurate, current information on anti-fraud projects in Kazakhstan, it's advisable to reach out to local authorities or cybersecurity organizations directly.]

  1. I am concerned about the rising issue of SIM card fraud in Kazakhstan, especially in light of the current initiative to strengthen cybersecurity through the regulation of SIM card registration.
  2. As a responsible citizen, I believe it's important to stay informed about the progress of this anti-fraud initiative and remain vigilant in reporting any suspected fraudulent activities to my mobile operator's dedicated hotline.
