To address these concerns, the AI Governance Alliance has issued recommendations for responsible generative AI.

Generative AI, a type of AI that creates new content based on data it has been trained on, is a significant area of focus. This technology, while promising, also presents unique challenges. More than 350 AI researchers, engineers, and executives signed an open letter in May 2023, warning that AI poses a "risk of extinction."

The Role of AI Governance

AI governance serves as the operational rulebook and ethical foundation that enables organizations to adopt AI responsibly, balancing innovation with societal, legal, and ethical obligations. It includes a comprehensive structure of policies, roles, and processes designed to direct and control the development, deployment, and management of AI systems.

The key components of AI governance include:

  1. Formal policies: Defining acceptable AI use, ethical standards, and compliance requirements.
  2. Risk assessment and mitigation practices: Managing biases, safety, security, and operational risks.
  3. Accountability mechanisms: Clarifying ownership of AI risks and decision-making responsibilities.
  4. Transparency and explainability: Making AI system decisions understandable and auditable.
  5. Ethical imperatives: Focusing on fairness, privacy, and prevention of harmful impacts throughout the AI lifecycle.

Core Principles of AI Governance

The core principles commonly emphasized across global frameworks and best practices are:

  1. Transparency: Clear documentation of how AI systems work, their data sources, and decision pathways, which builds trust and facilitates regulatory compliance.
  2. Accountability: Maintaining human oversight with clearly assigned responsibility for AI outcomes and ethical adherence.
  3. Fairness and Non-discrimination: Actively mitigating bias and ensuring equitable treatment in AI outputs.
  4. Robustness, Security, and Safety: Ensuring AI systems are reliable, secure from manipulation, and operate safely under varying conditions.
  5. Respect for Human Rights and Rule of Law: Aligning AI deployment with legal norms, privacy rights, democratic values, and sustainability goals.
  6. Adaptability: Updating governance policies to reflect evolving AI capabilities, emerging risks, and regulatory changes.

Protecting Against AI Risks

To protect against the risks of AI, companies can adopt a four-pronged strategy: review and document AI usage, identify internal and external users and stakeholders, perform an internal review of AI processes, and create an AI monitoring system.

In addition, an approach based on regulatory markets has been proposed for AI governance, relying on licensed private regulators to ensure AI systems comply with government-specified outcomes.

The Future of AI Governance

AI governance is crucial for applying the technology in ways that enhance our lives, communities, and society. As the technology continues to evolve, it is essential to ensure that AI vendors maximize profits while minimizing societal harms. This involves providing practical codes of conduct, creating mechanisms for measuring AI's impact, and establishing regulatory frameworks.

The ethical use of AI depends on six core principles: empathy, transparency, fairness, unbiasedness, accountability, and safety and reliability. The U.S. Office of Science and Technology Policy has issued a Blueprint for an AI Bill of Rights, which identifies five principles for designing and applying AI systems: protecting the public from unsafe AI applications, prohibiting discrimination by algorithms, adopting privacy by default, providing notice and clear understanding, and allowing the public to opt out of automated systems when appropriate.

In the European Union, the proposed Artificial Intelligence Act creates three levels of risk for AI systems: unacceptable, high, and limited. Generative AI falls under the high-risk category.

The World Economic Forum's AI Governance Alliance is a collaboration of AI industry executives, researchers, government officials, academic institutions, and public organizations. This alliance aims to ensure that the benefits of AI are available to everyone in a fair and equitable manner while minimizing the potential dangers of AI, such as potential job displacement, the creation of fake content, and the potential that AI systems will become sentient and develop a will of their own.

Historian Melvin Kranzberg's first law of technology states that technology is neither good nor bad; its impact depends on the people who create, develop, design, implement, and monitor it. As we continue to develop and implement AI, it is essential to remember this and strive for responsible and ethical use of this powerful technology.
