Trump's AI strategy, eagerly awaited, divulged by the White House before significant speech
The White House has announced the development of an AI Action Plan, led by key officials including the Assistant to the President for Science & Technology, the White House AI & Crypto Czar, and the National Security Advisor. The announcement comes ahead of President Donald Trump's scheduled speech on AI on July 23, 2025.
The plan, which focuses on accelerating innovation, building American AI infrastructure, and leading international AI diplomacy and security, aims to maintain the U.S.' global edge on China in the realm of AI. The strategy is designed to promote deregulation, spur innovation, and infrastructure expansion, while asserting leadership in global AI norms and security.
The three-pillar plan is as follows:
1. **Accelerating Innovation**: The plan seeks to remove federal regulations that inhibit AI development and deployment, encourage rapid private sector AI adoption, and rely on industry input to trim unnecessary regulatory barriers. The goal is to make the U.S. a pro-AI innovation economy by minimizing bureaucratic obstacles and fostering an open, competitive environment.
2. **Building American AI Infrastructure**: Key initiatives include expediting permits for data centers and semiconductor fabs, investing in workforce training for high-demand trades like electricians and HVAC technicians, and removing diversity, equity, and inclusion (DEI) and climate requirements from infrastructure and workforce policies to speed buildout. The plan emphasizes fast-tracking physical infrastructure critical to AI development.
3. **Leading in International Diplomacy and Security**: The plan seeks to export secure, full-stack American AI technology (hardware, software, models) to allied nations, ensuring the U.S. leads globally not only technologically but also geopolitically. Additionally, it prioritizes upholding "free speech" by updating procurement guidelines to contract only with AI model developers who ensure systems are objective and free from ideological bias, explicitly removing references to misinformation or DEI from AI safety guidelines.
The AI Action Plan, which comprises over 90 federal actions, was crafted with input from industry, academia, and civil society, informed by over 10,000 responses to the White House's request for information. The plan is intended to encourage and enable AI adoption across government and the private sector.
President Trump is expected to sign three executive orders related to implementing his administration's AI plan on July 23, 2025. Notably, the plan also includes the Stargate project, a collaboration between Oracle, OpenAI, SoftBank, and MGX, which aims to launch large data centers in the U.S. and has promised an additional 4.5 gigawatts of data center capacity, potentially creating over 100,000 jobs.
Vice President JD Vance has been vocal about the U.S.' strength on artificial intelligence and has advocated for reducing red tape surrounding the industry. The Trump administration's policy is to avoid cultivating skepticism towards AI and believes that American development of AI systems must be free from ideological bias or engineered social agendas.
The AI Action Plan's emphasis on American workers manifests through infrastructure-related workforce training and removing DEI/climate mandates from permits and training programs. The plan's interpretation of "free speech" is combating top-down ideological bias in federal AI-supported models. The plan's policy on protecting U.S.-built technologies involves export controls and diplomatic leadership to maintain American technological dominance.
