Unemployment insurance system in Nevada successfully implemented, bringing relief to jobless residents
Nevada has completed a comprehensive $72 million overhaul of its outdated unemployment insurance system, replacing a legacy platform that struggled to meet the needs of claimants during the COVID-19 pandemic. The modernization project, launched on July 7, 2023, introduces several key features to streamline the process, improve security, and make it more accessible for all Nevadans.
The new system offers 24/7 online access with a mobile-friendly design, allowing claimants to manage their claims and appeals anytime from any device. Self-service tools such as filing claims, reviewing benefits, and filing appeals without needing phone support are now available, relieving pressure on call centers. A virtual assistant chatbot, "Benny the Bighorn," provides guidance and answers to common questions, further easing the process for users.
The modernized system also supports multiple languages and offers help content, improving accessibility for non-English speakers. Enhanced security and fraud protection ensure safer claims processing, and new direct deposit options offer faster benefit payments.
The need for this overhaul became apparent during the COVID-19 pandemic when Nevada's unemployment rate soared to nearly 30%, overwhelming the previous system and causing massive delays and frustrations among Nevadans seeking benefits.
The benefits of this modernization include more streamlined, user-friendly, and scalable access to essential unemployment benefits resources, reducing wait times and confusion. Improved reliability and security minimize fraud risk and payment delays, while easier remote and mobile access is critical, especially during crises or for those with limited ability to visit offices or use phones. Better call center efficiency allows staff to focus on complex cases instead of routine inquiries due to the chatbot and self-service tools.
Positive early adoption indicates smoother service delivery for Nevadans, with over 90% of claimants successfully using the new system shortly after launch. While some claimants experienced learning curve challenges and delays immediately after the rollout, Nevada’s Department of Employment, Training and Rehabilitation (DETR) has increased staffing and is actively addressing issues, aiming to minimize hardships caused by the transition.
The modernization project was completed on time and under budget, thanks in part to the efforts of DETR employees who volunteered extra work hours and additional job duties to ensure the new system would meet the needs of claimants. Former Governor Steve Sisolak initiated the project and secured funding through the American Rescue Plan Act. The current Governor, Joe Lombardo, maintained momentum and worked with the Legislature and the state's selected vendor to ensure the project's completion.
Nevada's achievement in modernizing its unemployment insurance system serves as a model for other states. The employer portal of the modernized Nevada Unemployment Insurance system launched as scheduled in February 2024.
