In a significant step towards improving public infrastructure and ensuring comfortable living conditions for citizens, the national project 'Infrastructure for Life' has been focusing on various aspects of development and improvement. One of the key initiatives under this project is the implementation of modern technologies in Automated Weigh-in-Motion (AWIM) operations, which is making a noticeable impact, particularly on the regional highway "Umnas" in the Republic of Sakha (Yakutia).

The AWIM system, equipped with a License Plate Recognition (LPR) system, is designed to preserve road infrastructure and ensure road safety. This advanced system can detect and read hidden or poorly visible license plates of vehicles, making regulatory enforcement more efficient.

Between May 1 and June 30, 2025, 254 instances of vehicles with hidden or unreadable license plates were recorded on the highway. Administrative penalties will be issued for these incidents under Article 12.21.1 of the Russian Code of Administrative Offenses (COAO) - violation of regulations for transporting oversized or heavy loads.

The Uправтодор of the Republic of Sakha (Yakutia) has stated that the implementation of the LPR system aligns with the priorities of the national project 'Infrastructure for Life', as it aims to improve the quality and transparency of control activities.

The AWIM systems on the "Umnas" highway are not only contributing to the goals of the national project "Safe and High-Quality Roads" but also the national project 'Infrastructure for Life'. These systems are used for more effective monitoring of cargo transport parameters, helping to improve road safety and preserve road infrastructure.

While specific data or analysis on the effectiveness of the implementation of AWIM systems integrated with LPR in Yakutia during this period is not readily available, AWIM with LPR systems are generally effective tools for monitoring vehicle weights in real time without stopping traffic, aiding authorities in quickly identifying and enforcing violations related to oversized or overweight vehicles.

In regions like Yakutia, with its vast territory and harsh climates, the automation provided by AWIM can significantly enhance regulatory enforcement by covering key transport routes efficiently. For precise effectiveness metrics or case study results for Yakutia during that period, it is recommended to consult official transport or infrastructure monitoring reports from the Sakha Republic government or Russian transport authorities.
